BUENAVISTA COMMUNITY COLLEGE BRIEF HISTORY

The late municipal mayor, Hon. Leandro T. Tirol, conceived the plan of opening a tertiary education in Buenavista, Bohol, to serve the educational needs of his constituents. Fortunately an available building, the municipal building at Cangawa, Buenavista, Bohol was the best site to house the school.

The necessary CHED requirements, permits and other documents, were processed by the Technical Working Group headed by the then Mayor Leandro T. Tirol and the members of the Technical Working Group, Sangguniang Bayan Secretary Mrs. Emidita Logroño, retired Schools District Supervisor Mrs. Rena R. Duallo and his Vice Mayor Engr. Apolonio Aparece, to fast track the planned opening of classes in June 2001.

However, due to time constraint, permit to operate and permit to open programs could not possibly be acquired, so they opted for another course of action. They were advised to apply as extension class of CVSCAFT Main Campus, Bilar, Bohol whose College President during the time was Dr.Mateo M. Limbago.

With the help of Congressman Erico B. Aumentado, who was the second district of the Bohol representative during that time, the CVSCAFT System of Bilar, Bohol agreed to the extension class scheme. The Memorandum of Agreement to this effect was signed by Mayor Leandro T. Tirol, representing the municipality of Buenavista, Bohol and CVSCAFT Main Campus President, Dr. Mateo M, Limbago, representing CVSCAFT Main Campus on February 12, 2001. The signing of the MOA was witnessed by then Vice Mayor of Buenavista, Bohol Engr. Apolonio B. Aparece and Dr. Louis T. Palapar, CVSCAFT Main Campus Vice President for Academic Affairs. This MOA was approved by the CVSCAFT Main Campus Board of Trustees.

Item number I of the said MOA states about the title “Education Course offering in Buenavista, Bohol. The institution shall be known as Central Visayas State College of Agriculture, Forestry and Technology (CVSCAFT) Main Campus Extension Class, Buenavista, Bohol.”

Item number V, is about the duration which states that “this agreement shall commence on the first semester, SY 2001-2002 and shall become effective for one (1) year, renewal for another one year if and when cooperating partners shall decide in writing".

Item number VI which is about the termination, states that “this agreement maybe terminated by any party upon written notice to the other at least six (6) months before the said party desires termination.” (MOA annexed in the Appendices for complete details.)

Classes were successfully opened in the first semester of SY 2001-2002 offering Bachelor in Elementary Education (BEED) and Bachelor in Secondary Education (BSED) programs.

Memorandum of Agreement of the following SY 2002-2003 was renewed signed by Mayor Leandro Tirol and Dr. Mateo M. Limbago with the same course offering. For SY 2003-2004 renewed MOA was signed by Mayor Leandro Tirol and Dr. Mateo M. Limbago with Bachelor of Science in Computer Science (BSCS) as additional course offering. Another courses offered were Bachelor of Secondary Education (BSE) major in Technology and Home Economics (THE) and Mathematics.

MOA for SY 2004-2005 was signed by Mayor Leandro T. Tirol and Dr. Elpidio T. Magante, the new CVSCAFT Main Campus of Bilar President, with the same course offering.

MOA for SY 2005-2006 was signed by the new elected mayor, Mayor Elsa G. Tirol and Dr. Elpidio Magante with the same course offering of SY 2004-2005. MOA for SY 2006-2007 was signed by Mayor Elsa G. Tirol and Dr. Elpidio T. Magante with the additional course of Hotel and Restaurant Service Technology (HRST)

MOA for SY 2007-2008 was signed by Mayor Elsa G. Tirol and Dr. Elpidio T. Magante with the same course offerings of SY 2006-2007. MOA for SY 2008-2009 saw the turn of event in the history of CVSCAFT Main Campus Extension Class of Buenavista. The CVSCAFT Main Campus Extension Class of Buenavista has terminated its being extension class of the Main Campus. The termination of the MOA of agreement between Buenavista and Main Campus was signed by Mayor Elsa G. Tirol and Dr. Elpidio T. Magante. Pertinent portion of the termination of the MOA, states that “the CVSCAFT Main Campus Extension Class, Buenavista, Bohol, has decided to stand independently as Buenavista Community College and for and in consideration of the foregoing premises and after eight years of collaboration of which CVSCAFT Main Campus Extension Class of Buenavista has developed the competence to run the operation of a college and capable to stand independently as Buenavista Community College, both parties mutually agreed their MOA effective this 28th day of March 2009 and CVSCAFT Main Campus Extension Class, Buenavista, Bohol will now stand independently as Buenavista Community College. It is noteworthy to mention the fact that Buenavista Community College is situated in a very conducive place for teaching-learning activities since it has no recreational places, gambling establishments, bowling alleys, movie houses, market, garbage dumps, funeral parlor, cemeteries, jails, bus terminal, dancing hall, commercial and industrial establishment in the vicinity. It is free from noise, unpleasant odors, and dust because the building is in a relatively safe distance from a concrete highway.
